I used to order all the time from Volks Japan, but I never used paypal, so I'm not sure if that makes a difference. (Just used direct credit card payment on their site---I don't think they even used to accept paypal. ^^;;)
They will send you a shipping confirmation email a few days after you place the order, from my experience. It's usually about 2-3 days afterward and will include the EMS shipping tracking number on the package.
I always received the package within 4-5 days after I paid them.
From your description, I think it's the currency exchange difference. That happens sometimes when using Paypal to send different currencies.
If you send a payment in USD to a person/company who uses a different currency (in this case, Yen), it will sometimes ask the recipient if they are willing to accept the payment in USD, have it converted to yen, and pay the exchange rate fee.
It just happened to me the other day---someone in the UK sent me a payment in GBP and I had to manually 'agree to accept' the payment before I received the funds.
So probably that's the same thing that happened to you---but vice versa. VolksJapan has to 'accept' your payment in USD.
I just wonder, though----did you send it in USD? I know when I ordered from VolksJapan, it was always already in yen...... ^^;;
