Nope - she's only portraying a nekomimi. I get the feeling she is REALLY 10 years old....then again, now that I recall it is the Magical Girl SOP (standard operating procedure) to go from child to functional adult as a result of their powers...but they do still have the brain of their true age....

I always hated magical girl anime - never could understand why all the guys I knew were fans - until I saw the nekkid transformation scenes...then I understood *groan*
