I just pulled up the references to the character in the anime/manga... the kid has a LOT of costume changes. Unfortunately, most of them are shorts with socks that only go up to the calf. As much as I love Omi, I have to admit that while I find his knees adorable, other people may have differing opinions. Therefore one of the requirements that I had for his cosplay was that his knees needed to be covered. I did a google image search on Victorian clothes for children and there were a lot of pictures of boys in shorts and jackets with their little ankle-boots. There were also slacks and kilts. Maybe the animators did the same thing. "Look! Jacket with shorts, draw that!" :-p
